Sam Hartman secures tax-exempt financing for public infrastructure serving clients across the Intermountain West. His clients include local and national developers, homebuilders, and jurisdictions. Sam interfaces with developers, jurisdictions, and special districts to implement special district and tax increment financing programs and to issue rated and non-rated municipal bonds. Typical 2024 transactions include $70MM in tax-exempt bonds secured to build infrastructure associated with a new 8,750-unit masterplan community in Utah and a $10MM in bonds to reimburse infrastructure for partially built masterplan community in Idaho.
Prior to joining the firm, Sam served as Vice President of Portfolio Investments at Ranch Capital LLC, a private equity firm where he was responsible for overseeing the financial and operational performance of the firm’s real estate investments for nine years. He specialized in underwriting and executing ground-up residential, mixed-use, and commercial development projects, and was instrumental in securing equity, debt, and public financing for masterplan communities and commercial projects in the western United States.
Sam began his career in management consulting, where his responsibilities included conducting strategic analyses on client engagements focused on M&A, business process improvement, new product offerings and market expansion. He graduated magna cum laude from Brigham Young University with a bachelor’s degree in economics.
